Quest NPCs will not talk to you if your inventory is 80% full or more, by weight or by number of slots. Free up some space before talking to them.
Step 1Take the quest
Talk to O'Fulle Fishing Guild Member and take the quest.
Step 2Searching For a Strange Box
O'Fulle Fishing Guild Member asks you to find a yellow treasure chest. Its owner lost it in the water. If your fishing skill is at least level 12, try using a special bait to find it, or, you could ask around to see if anyone has already found it.
Do not open the chest yourself: bring it unopened to O'Fulle, who takes it and gives you 
Kiki's Letter.
