After you complete the quest The Other Side of Truth, talk to Rafforty again: the monsters will also start dropping

Step 3Save the Silver Hemocytes
Rafforty thanks you and tells you to save any Silver Hemocyte you may acquire for future needs. He also says that if you return with a 
Black Ice Crystal, he will give you a reward as a small token of appreciation for all your help.
You can make a Black Ice Crystal from the Ice Shelf.

Step 4Return to Rafforty
Return to Rafforty. He pays 300 Adena for each Silver Ice Crystal and 1,200 Adena for each Black Ice Crystal, or exchanges them for goods: 23 / 6 / 8 Silver Ice Crystals for 
Crafted Leather / 
Coarse Bone Powder / 
Steel; 1,800 / 240 / 500 / 80 Black Ice Crystals for Scroll: Enchant Weapon (A) / Enchant Armor (A) / Enchant Weapon (B) / Enchant Armor (B). He does not take the Silver Hemocyte - keep them.
